Updates User Roles (only SR)

PUT /api/v1/permissions/users/{username}

Assigns one or more roles to a user. This endpoint is restricted to Standard Registry users.

Authentication: Bearer token required (Authorization: Bearer <token>)

Permission: Permissions.PERMISSIONS_ROLE_MANAGE
